The various definitions of m-Government presented above clearly show that the<br />
wireless and mobile technology cannot be considered separately when defining m-<br />
Government. It can be argued that mobile and wireless technologies are the main<br />
enablers of the adoption of m-Government. Therefore, our definition of m-Government<br />
in this study will refer to government providing services to employees, citizens,<br />
businesses, and other government organisations using MWTs. The next section explains<br />
public services by defining the electronic services using mobile applications and service<br />
that will assist in providing further definition of m-Government.<br />
2.3.2 Mobile services and application<br />
The term e-Services mean electronic services and has many applications that can be<br />
found in many disciplines. As discussed above, the context of this study is within the<br />
public sector. Therefore the use and description of 'e' or 'm' services in this study is<br />
limited to the context of e-Government and m-Government. This study refers to the<br />
services delivered by the use of ICT as part of public service delivery as e-Services. M-<br />
Services, on the other hand, are services that can be delivered by means of MWTs.<br />
While e-Government in Vanuatu may still be at its early stage and is undergoing<br />
development, the Vanuatu government is yet to develop a central web portal that can<br />
incorporate all e-Government services. The current website of the Vanuatu government<br />
www.governmentofvanuatu.vu (see Figure 2:5) is still under development. Currently the<br />
site only displays general government information and services such as news,<br />
government contacts and other government related reports. Despite this, a few other<br />
government agencies have developed their own e-Services. For example the Department<br />
of customs website www.vanuatucustoms.org provides the ability for citizens to<br />
