government employees are becoming mobile employees. This means that important data<br />

in the office needs to be accessible by officers who are out doing field work and mobile<br />

employees need to keep in touch with the head office. In addition, there are examples<br />

and many opportunities of the use of mobile technology in various public services<br />

which have been covered in this research such education, health and security.<br />

M-Government has the potential to contribute significantly towards public service<br />

delivery, but it is very much in its beginning phase. This study looks at how ready the<br />

VGO are to make use of m-Government to deliver their services using mobile<br />

technology. The purpose and motivation that drives this study and its main objectives<br />

are outlined in this chapter. The background of this study is also briefly discussed. The<br />

next chapter provides a literature review that covers the key concepts associated with m-<br />

Government, their definitions and other aspects in the area of MWTs.<br />
