Connectivity and Technology Infrastructure<br />
Looks at the penetration rates of Broadband, mobile phones, internets, PCs,<br />
Wi-Fi hotspots, internet security and electronic identification.<br />
Business Environment<br />
Considers the overall political and microeconomic environment, market<br />
opportunities, policies toward private enterprise and foreign investment,<br />
foreign trade and exchange as well as tax systems, financing and labour<br />
market.<br />
Social and Cultural Environment<br />
The social and cultural environment relates to the education and literacy<br />
levels, the degree of entrepreneurship, technical skills of the workforce and<br />
the degree of innovation.<br />
Legal Environment<br />
The legal environment has to do with the effectiveness of the legal<br />
framework, policies governing the internet, the level of censorship, and the<br />
ease of registering a new business.<br />
Government Policy & Vision<br />
Government policy and vision refer to the percentage that governments<br />
spend on e-Government strategies, and online procurement.<br />
Consumer and Business Adoption<br />
Consumer and business adoption looks at how much consumers spend on<br />
ICT per head, the level of e-business development, the degree of online<br />
commerce, and the availability of online public series for citizens and<br />
business.<br />
The Asian Pacific Economic Cooperation (APEC) developed an “E-Commerce<br />
Readiness Assessment Guide” which defines e-Readiness as the “degree to which an<br />
economy or community is prepared to participate in the digital economy”. This guide<br />
has been designed to provide assistance for the government to implement their own<br />
regulatory policies to ensure a healthy e-commerce development. In this readiness tool<br />
