The study presented here has made use of the TRI framework in order to assess the<br />
perceptions or the attitude of government employees towards the adoption and use of<br />
mobile and wireless technologies. In other words, this refers to measuring employees'<br />
readiness for the use of technology.<br />
In addition, the study also considered the assessment of the reliability of the<br />
telecommunication network services (Parasuraman, 2000). As part of the instrument<br />
respondents were asked to rate the reliability of the telecommunication services<br />
according to their perceptions and experiences. The questions aim to assess the existing<br />
telecommunication network and services with respect to its role as m-Government<br />
enabler. Figure 3:1 depicts a graphical representation of the m-Readiness framework<br />
compiled for this study. The data gathering instrument design is discussed in more detail<br />
in section 4.5. The complete questionnaire is provided in Appendix A.<br />
