It is important that government investigate further on the form of communication that<br />

citizens prefer and use it to communicate with citizens. To accommodate users‟<br />

personal preferences, government must deliver information using a range of platforms.<br />

Many of the developing countries are trying to avoid the high cost of deploying a range<br />

of infrastructure platforms by adopting the use of wireless applications.<br />

There exists international examples where mobile solutions have been employed and<br />

Sigh and Sahu (2008) provided some of these examples. In Mumbai, India, the<br />

department of customs through an SMS-base query system provide the opportunity for<br />

clients check on their imports and exports. The systems works with a four digit<br />

numbers and uses the GSM standard. Similar system was introduced by the traffic<br />

police in Delhi where citizens send complains against taxis to a designated SMS number<br />

given by the police. M-Park is an application introduced by the Dublin city council in<br />

Ireland which allows citizens to use SMS to pay for parking. This process only takes<br />

less than 30 seconds.<br />

There are various mobile solutions that were introduced by the Malta‟s government<br />

(Ranu, Saksing, & Mahlakoiv, 2010). Mobile information services such as notification<br />

of social payments, examination results, providing the updates on the status of<br />

complains, notify changes of court dates to witnesses or accused and the notification of<br />

license renewal. There is also an opportunity for citizens to order certificates from the<br />

central registry, using cell phones to pay for copies and have them delivered to their<br />

physical address. Some other useful services offered such as check bus schedule on the<br />

cell phone, job applications notification outcomes and updates, police force were<br />

informed of any incidence by citizens.<br />
