Low ranking of countries in this recent report is mainly due to the cost that is very<br />

expensive to deploy an infrastructure that is robust. It can also be the fact that e-<br />

Government policies have not been successfully implemented as argued by the UN<br />

(Nation, 2010a). Figure 2:4 show the e-Readiness level of Vanuatu since 2003.<br />

If Vanuatu is compared to the rest of the Oceania countries, it does not really show a<br />

good picture as it was at an average position and if compared to New Zealand and<br />

Australia there is a huge margin in the e-Readiness scores.<br />

M-Readiness can be defined as the extent to which m-Services can be deployed. In fact,<br />

this study is to investigate further the m-Readiness by using appropriate tools that<br />

already exist. The tool used in this study was compiled using various sources such as<br />

the study undertaken by Goldstuck (2003), and du Preez (2009). This will be explained<br />

in detail in Sections 3.2 of m-Readiness.<br />

We have now covered the concept of e-Government and the related e-readiness<br />

assessment. The next section discusses m-Government aspects.<br />
