5 Stakeholder and community consultation<br />

This chapter outlines the proposed consultation strategy for the proposal as well as<br />

the consultation undertaken with relevant government agencies to date.<br />

5.1 Consultation strategy<br />

Roads and Maritime’s community consultation and stakeholder engagement plan for<br />

the proposal was developed in accordance with:<br />

International Association for Public Participation (IAP2) Spectrum <strong>of</strong> Public<br />

Participation (IAP2, 2007)<br />

Community Engagement and Communications: A Resource Manual for Staff<br />

2012 (Roads and Maritime, 2012)<br />

Community Engagement Policy Statement (Roads and Maritime, 2012).<br />

The plan identifies key objectives and the desired consultation outcomes. It focuses<br />

on consultation with relevant Government agencies, stakeholders and the community<br />

affected by the proposal. The plan also outlines how this proposal integrates with the<br />

Access Strategy and considers the consultation that has been completed to date as<br />

well as the ongoing consultation proposed until the project is completed. The plan’s<br />

overall objectives are to:<br />

Provide stakeholders with clear, relevant, timely and accurate information<br />

about the proposal, proposed changes and impacts<br />

Identify local issues to ensure the proposal aligns with community needs<br />

<br />

Inform and consult impacted and interested stakeholder groups<br />

Manage commuter, residential and business expectations during construction<br />

in line with the other major developments occurring concurrently in the <strong>city</strong><br />

<strong>centre</strong>.<br />

A mix <strong>of</strong> communication channels will be used to communicate with the<br />

community and stakeholders throughout the proposal’s development.<br />

5.1.1 Stakeholder identification<br />

Stakeholders are those individuals or groups that either presently or in the future:<br />

Can influence the proposal outcomes<br />

Have an interest in the proposal<br />

Are likely to be affected by the proposal.<br />

The proposal potentially affects the following stakeholders:<br />

Key stakeholders including:<br />

- Residents and businesses along the impacted streets<br />

- All businesses and residents within the five precincts<br />

- Businesses and individuals who regularly visit the <strong>city</strong> <strong>centre</strong><br />

Government agencies<br />

Business peak bodies<br />

Special interest and advocacy groups<br />

Community groups<br />

Other businesses that may be impacted during construction or once the<br />

proposal is in operation<br />

Emergency services.<br />

Some stakeholders identified for this proposal have already been engaged during<br />

consultation for other Access Strategy initiatives and projects.<br />
