7 Environmental management<br />

This chapter describes how the proposal would be managed to reduce potential<br />

<strong>environmental</strong> impacts throughout the detailed design as well as during preconstruction<br />

and construction.<br />

A framework for managing the potential impacts has been provided in this chapter.<br />

This references the proposal’s <strong>environmental</strong> management plans and relevant Roads<br />

and Maritime quality assurance (QA) specifications.<br />

The chapter provides a summary <strong>of</strong> the proposal-specific <strong>environmental</strong> safeguards<br />

and management measures identified in Chapter 6. It also describes the licence<br />

and/or approval requirements required prior to construction.<br />

7.1 Environmental management plans<br />

A number <strong>of</strong> proposal-specific safeguards and management plans have been<br />

identified to reduce adverse <strong>environmental</strong> and social impacts. Should the proposal<br />

proceed, these would be incorporated into the detailed design and applied during<br />

pre-construction and construction.<br />

A project <strong>environmental</strong> management plan (PEMP) and a construction <strong>environmental</strong><br />

management plan (CEMP) would be prepared to describe safeguards and<br />

management measures identified in this REF. These plans would provide the<br />

framework for establishing how these measures would be implemented and who<br />

would be responsible for their implementation.<br />

The plans would be prepared prior to the proposal’s construction and would be<br />

<strong>review</strong>ed and certified by the Environment Branch <strong>of</strong> Roads and Maritime (Sydney<br />

Region).<br />

The CEMP would be a working document. It would be subject to ongoing change. As<br />

such it would be updated to respond to specific requirements as necessary. The<br />

CEMP and PEMP would be developed in accordance with the specifications set out<br />

in:<br />

G36 <strong>environmental</strong> protection (management system) (Roads and Maritime,<br />

2014)<br />

G38 soil and water management (soil and water management plan) (Roads<br />

and Maritime, 2014)<br />

G40 clearing and grubbing (Roads and Maritime, 2012).<br />
