If no action was taken, congestion would increase across<br />

the <strong>city</strong> <strong>centre</strong>. This is considered a worse social and<br />

economic outcome than the proposal. This is despite the<br />

proposal’s temporary construction impacts and the few<br />

operational impacts.<br />

The proposal would develop land that is already in use as a<br />

road corridor. It requires no additional property acquisition<br />

and therefore it represents ‘continuity in use’.<br />

The objective <strong>of</strong> improving key corridor and intersection<br />

capa<strong>city</strong> (termed ‘making best use <strong>of</strong> the available street<br />

space’ under the Access Strategy) is something that is<br />

recognised as delivering a tangible economic benefit (refer<br />

to section 2.1) as it would allow improve the <strong>city</strong> <strong>centre</strong>’s<br />

road network functionality over the coming years.<br />

The alternative would be to preserve the current kerbside<br />

allocations and street configurations; however the increased<br />

congestion across the <strong>city</strong>-<strong>centre</strong> would, in the long-term,<br />

compromise road network functionality over the coming<br />

years. This would have an effect on Sydney’s economy as<br />

recognised under government policy (refer to Chapter 2).<br />

The proposal footprint is located over and above a notable<br />

number <strong>of</strong> above ground and belowground communication<br />

and utility services. Affected belowground services would be<br />

adjusted under the proposal (refer to section 3.5), whilst the<br />

aboveground public utilities (eg phone booths, public signs,<br />

bicycle racks, bus stops) would be preserved or relocated<br />

(refer to section 6.5.4). This is despite some introduced<br />

temporary access restrictions to these aboveground utilities<br />

during construction (refer to section 6.5.4).<br />

Roads and Maritime would work with the utility services<br />

providers to identify any conflicts in maintenance and<br />

upgrade schedules, as well as identifying emergency access<br />

requirements. This would ensure all communication and<br />

utility services are identified and protected. The temporary<br />

access restrictions to aboveground public amenities during<br />

construction would be managed by displaying work site<br />

signage describing the location to the nearest alternative<br />

(refer to Chapter 7).<br />

The proposal would take place on State-owned land that is<br />

either managed by City <strong>of</strong> Sydney Council or Roads and<br />

Maritime. The proposal would develop land that is already<br />

under use as a road corridor. It is therefore provisioned for<br />

use by the public.<br />

There would be some minor temporary traffic delays and<br />

access disruption caused during construction. This may<br />

have a minor impact on certain community services and<br />

facilities in the <strong>city</strong> (refer to section 6.4). The proposal’s<br />

construction may also have a temporary impact on some <strong>of</strong><br />

the <strong>city</strong>’s amenity values.<br />
