Development precinct<br />

Precinct 1: retail and Precinct 3: southern<br />

City squares: The Sustainability Strategy 2030: the<br />

vision (City <strong>of</strong> Sydney Council, 2008) provisions for<br />

the creation <strong>of</strong> three <strong>city</strong>-squares (Circular Quay,<br />

Town Hall and Central Station (Belmore Park).<br />

Belmore Park: The Belmore Park Master Plan (City<br />

<strong>of</strong> Sydney Council, unreleased) would enhance this<br />

area to form an ‘easily navigable urban space’.<br />

Current development status<br />

Aspirational improvements with<br />

no set timeframe for construction,<br />

with the exception <strong>of</strong> Belmore<br />

Park (refer below).<br />

Land uses within the road reserve<br />

The road reserve extends up to the adjacent property boundaries. This includes the<br />

road space and footpath. It also contains road furniture (eg lights, signs) and privately<br />

owned property (eg telephone boxes, mail boxes). There are three principal land<br />

uses within the road reserve:<br />

The road space:<br />

- Used by all modes <strong>of</strong> traffic but designated in certain locations for buses<br />

and cyclists<br />

The footpaths:<br />

- Principally used by pedestrians, but other uses include outdoor seating<br />

(temporary uses), outdoor dining (temporary use), bicycle parking and<br />

bus stops<br />

The kerbsides:<br />

- Principally used for taxi bays and zones, loading zones (delivery and<br />

service vehicles), mobility parking, authorised vehicle zones (including<br />

mail zones, emergency services, works zones), other authorised parking<br />

zones (consulates, car share, coaches, <strong>city</strong>-<strong>centre</strong> residents) and general<br />

on-street parking (private vehicles and motorcycles), the access and<br />

socioeconomic impacts <strong>of</strong> which are assessed in section 6.1.3<br />

and section 6.4.3 respectively.<br />
