During the feasibility design stage (stage 4), only one feasible option was considered<br />

at some locations due to the limited street space availability or other <strong>environmental</strong>,<br />

social or economic constraints. In other instances, two or more alternatives were<br />

progressed. A value management workshop was used to evaluate the options and<br />

select the preferred option based on the proposal objectives and a number <strong>of</strong><br />

identified relevant evaluation criteria.<br />

Statutory and planning framework<br />

The proposal may be undertaken without development consent under Part 5 <strong>of</strong> the<br />

EP&A Act in accordance with clause 94 <strong>of</strong> State Environmental Planning Policy<br />

(Infrastructure) 2007.<br />

Prior to determining whether to proceed with the activity as set out in the proposal,<br />

Roads and Maritime is required under Part 5 <strong>of</strong> the EP&A Act to ‘examine and take<br />

into account to the fullest extent possible all matters affecting, or likely to affect, the<br />

environment by reason <strong>of</strong> that activity’. This REF documents the required<br />

assessment <strong>of</strong> <strong>environmental</strong> impacts and describes measures proposed to mitigate<br />

any adverse impacts.<br />
