The other temporary impact would be the restricted use or temporary relocation <strong>of</strong> a<br />

number <strong>of</strong> bus stops (refer section 6.1.3), which would affect some bus users.<br />

Again the ability to stage and program the work to reduce travel delays during times<br />

<strong>of</strong> heaviest traffic demand would limit any overall impact on public transport during<br />

construction.<br />

Community values (open space and heritage values) – construction impacts<br />

During construction, the amenity value <strong>of</strong> the <strong>city</strong>’s public open spaces and certain<br />

heritage items may be affected as a result <strong>of</strong> temporary visual, noise, air quality<br />

(including dust generation) and traffic impacts; each <strong>of</strong> which is discussed under the<br />

corresponding headings in this chapter. Potential impact on the study area’s non-<br />

Aboriginal heritage values are discussed in section 6.3.3.<br />

Location-specific socio-economic impacts – during construction (summary)<br />

There is a diversity <strong>of</strong> socioeconomic land uses within the study area as summarised<br />

above. As a result it was not feasible to assess the impact at every single receiver.<br />

Instead this section and Table 6-28 consider a number <strong>of</strong> representative receivers<br />

within the study area that represent those items and values that are considered most<br />

sensitive to change. Table 6-28 considered the following socioeconomic <strong>factors</strong>,<br />

whilst providing a broad summary <strong>of</strong> their impact:<br />

Key social infrastructure including the infrastructure in Table 6-26 where<br />

amenity may be affected as a result <strong>of</strong> the construction work (minor adverse<br />

impact)<br />

Businesses including restaurants, cafés and/or hotels that use the footpath for<br />

outdoor dining and seating (minor adverse impact)<br />

Temporary access <strong>of</strong>f-street parking and access restrictions, removal or delays<br />

Bus stops that may need to be temporarily relocated during construction (minor<br />

adverse impact)<br />

Roads and sections <strong>of</strong> road that function as primary, secondary or tertiary bus<br />

corridors where bus services may be delayed or rerouted (minor adverse<br />

impact)<br />

Locations where there would be a temporary loss <strong>of</strong> access to mobility parking<br />

spaces (minor adverse impact)<br />

Locations where the amenity <strong>of</strong> public open spaces may be affected<br />

temporarily during construction (minor adverse impact).<br />

In all instances the construction impacts would be temporary and minor adverse, with<br />

all socioeconomic function restored following construction, with the exception <strong>of</strong> the<br />

locations where a number <strong>of</strong> mobility spaces would be permanently removed (refer to<br />

section 6.1.4). Whilst some <strong>of</strong> the socioeconomic items and values provide an<br />

important function within the <strong>city</strong> <strong>centre</strong>, the proposal would only have a minor<br />

adverse impact on their values, with the exception <strong>of</strong> the mobility parking.<br />
