Monitoring <strong>of</strong> bus delays and bus stop restrictions during construction across the proposal footprint to consider<br />

cumulative effects from these other projects and modifying the construction management measures accordingly.<br />

Therefore, there will be a need to manage the interfaces <strong>of</strong> the construction staging and programming <strong>of</strong> this proposal in<br />

combination with these other projects to ensure impacts are minimised.<br />

Additional kerbside timing restrictions may occur to service the simultaneous construction <strong>of</strong> the proposal with other<br />

projects listed in Table 6-68, particularly the CSELR, the Sydney City Centre Cycleway project and the Sydney City<br />

Centre Bus Infrastructure project.<br />

The length <strong>of</strong> time the restrictions would be in place would depend on the duration, type and extent <strong>of</strong> work needed in<br />

each location. It is assumed that the restrictions may be in place for over three months in locations where more major<br />

work would be taking place (refer to Table 3-3 to Table 3-7).<br />

Potential cumulative impacts include increased restrictions across the <strong>city</strong> <strong>centre</strong>. This may result in longer term and<br />

increased impact on those businesses and people who rely on the kerbside for unloading goods, taxi provisions, onstreet<br />

parking, mobility parking and other uses.<br />

Safeguards and management measures to avoid and/or minimise impacts <strong>of</strong> the proposal on kerbside restrictions are<br />

provided in Section 6.1.4. Additional safeguards and management measures would be included into the CEMP to<br />

manage the cumulative effects <strong>of</strong> the kerbside restrictions. As reported in section 6.1.3 <strong>of</strong> the REF, Transport for NSW,<br />

in collaboration with City <strong>of</strong> Sydney Council, is in the process <strong>of</strong> developing a kerbside allocation strategy that will<br />

manage and prioritise the changes that need to occur within the <strong>city</strong> <strong>centre</strong> to deliver the Access Strategy. This strategy<br />

will set a hierarchy for kerbside allocations in the <strong>city</strong> <strong>centre</strong> and will cover the various uses listed above, including taxi<br />

zones, loading zones, mobility parking, other authorised parking and general on-street parking.<br />

Simultaneous construction <strong>of</strong> the proposal with other projects may have a short-term temporary visual impact within the<br />

<strong>city</strong> <strong>centre</strong>. Potential cumulative visual impact may occur along the following roads: CSELR (NW2: King Street, R2:<br />

Market Street, S2: Goulburn Street and S6: Pitt Street), Wynyard Walk (R4: Clarence Street), Sydney City Centre<br />

Cycleway project (NW2: King Street, R1: Park Street, R2: Market Street and C2: College Street) and Sydney City Centre<br />

Bus Infrastructure project (all work sites)).<br />

Sensitive receivers potentially impacted by the proposal may experience additional temporary visual impacts from<br />

construction projects simultaneously. The most notable impacts would occur in locations where the streets are generally<br />

narrower and contained, and framed by more sensitive buildings (including heritage-listed buildings), and the works<br />

would take longer than one month to construct, namely work sites NW2: King Street, R2: Market Street, R4: Clarence<br />
