‘Option b’ and ‘option c’ would best meet the overall proposal objective <strong>of</strong><br />

supporting growing demand for access to the <strong>city</strong> <strong>centre</strong> and improving<br />

road network functionality in future years by clearly setting priorities along<br />

York Street. This would improve bus circulation and travel times<br />

throughout the <strong>city</strong>, especially for the high-volume <strong>of</strong> buses that enter the<br />

<strong>city</strong> southbound during the morning peak period. The challenge <strong>of</strong> ‘option<br />

b’ and ‘option c’ is their potential impacts along the York Street frontage<br />

during construction and once the proposal is operational. Despite this, it<br />

was assessed that ‘option b’ provides the more favourable outcome<br />

against the proposal’s objectives, as ‘option a’ does not resolve the<br />

conflict between kerbside allocations and the main traffic, and ‘option c’<br />

would not provide full width lanes. The conclusion was, however, that the<br />

capa<strong>city</strong> provided under ‘option b’ would benefit the high numbers <strong>of</strong> <strong>city</strong><br />

<strong>centre</strong> road users and bus users especially during morning peak period to<br />

justify the impacts along the York Street frontage. Option b therefore<br />

performed best against the proposal objectives and evaluation criteria.<br />

reducing congestion and improving traffic flows allowing the road’s<br />

reallocation and prioritisation as a bypass corridor as per the Access<br />

Strategy (refer to section 2.1).<br />

The most efficient method <strong>of</strong> achieving this would be to time-restrict and<br />

modify the parking and loading along the kerbside<br />

The option would improve the road user experience for traffic wishing to<br />

bypass the core <strong>city</strong> <strong>centre</strong> roads by setting both southbound and<br />

northbound priorities. This would provide much needed capa<strong>city</strong> in light <strong>of</strong><br />

the planned closure <strong>of</strong> part <strong>of</strong> George Street and the reprioritisation<br />

<strong>of</strong> York Street, Clarence Street and King Street.<br />

The provided solution would modify and time-restrict the kerbside parking<br />

and loading provisions during peak periods. It would therefore introduce<br />

benefit to road users whilst retaining the existing kerbside provisions at<br />

other times.<br />

The proposal would introduce additional loading zones along the kerbside<br />

to benefit businesses and to compensate for the introduced timerestrictions<br />

elsewhere on the road.<br />

The timing-changes would still allow early morning unloading to service<br />

and benefit adjacent businesses.<br />

Summary The option identified for this pinch point would achieve the proposal<br />

objectives as it would support the growing demand for access on this<br />

priority corridor and improve road network functionality for northbound and<br />

southbound traffic. The option also performed well against the evaluation<br />

criteria and provided the required outcome through one proposed option.<br />

The option would benefit road users by improving the east-west<br />

movement across George Street therefore introducing traffic efficiencies,<br />

reducing congestion and improving traffic flows for this priority multimodal<br />

corridor.<br />

The option would improve the road user experience within this corridor by<br />

improving priorities across the intersection and creating three through<br />

lanes.<br />
