6.14 Hazard and risk<br />

This section assesses potential hazards associated with the proposal’s construction<br />

and operation.<br />

6.14.1 Method<br />

Study area<br />

The study area included all locations where hazards could occur as a result <strong>of</strong> the<br />

proposal, including the proposal footprint and the haulage routes and their environs.<br />

Method and assessment criteria<br />

The hazard and risk assessment was undertaken by referring to:<br />

Hazardous Industry Planning Advisory Papers (HIPAP) No.4: Risk Criteria for<br />

Land Use Safety Planning 2011<br />

HIPAP No.6: Guidelines for Hazard Analysis 2011.<br />

The assessment:<br />

Identified potential <strong>environmental</strong>, social and human health hazards that could<br />

occur during construction and operation<br />

Determined the consequences <strong>of</strong> the hazard<br />

Assessed the likelihood <strong>of</strong> a hazardous incident occurring<br />

Assessed and quantifying the risk associated with each hazard and identified<br />

safeguards and management measures needed to manage the risk to an<br />

acceptable level.<br />

6.14.2 Existing environment<br />

The study area contains the following receivers that could be at risk from hazardous<br />

activities occurring as a result <strong>of</strong> the proposal:<br />

Construction workers<br />

Pedestrians and road users<br />

Sensitive land uses (refer to section 6.5.2)<br />

Adjacent sensitive and (historic and heritage-listed) buildings (refer to section<br />

6.3.2)<br />

Underground services and utilities (refer to section 3.5)<br />

Road reserve property (refer to section 6.5.2).<br />

6.14.3 Potential impacts<br />

Hazards during construction<br />

Construction hazards would be present across the entire proposal footprint and the<br />

haulage routes. All the hazards identified in Table 6-64 are intrinsic to road<br />

construction works.<br />
