6.4 Socioeconomic<br />

This section presents the proposal’s potential socioeconomic impacts. Supporting<br />

information was provided by Parsons Brinkerh<strong>of</strong>f and Elton Consulting.<br />

6.4.1 Method<br />

Study area<br />

The socioeconomic study area considered the demographics, social fabric and<br />

economic characteristics <strong>of</strong> central Sydney by referring to Census and statistical data<br />

covering the three ‘State Suburbs’ (Sydney, Haymarket and the Rocks), the<br />

boundaries <strong>of</strong> which are defined by the Australian Bureau <strong>of</strong> Statistics (ABS).<br />

Method and assessment criteria<br />

The socioeconomic assessment was undertaken in accordance with:<br />

Environmental Impact Assessment Practice Note: Socioeconomic assessment<br />

(EIA-N05) (Roads and Maritime, 2011).<br />

The assessment:<br />

Identified the existing socioeconomic characteristics <strong>of</strong> the study area through<br />

desktop research, <strong>review</strong>ing secondary-source quantitative data, undertaking<br />

limited primary research, and in particular referring to:<br />

- ABS Census data (as collected in 2011)<br />

- Information on local community structure and patterns<br />

- Business and economic data (as confirmed through a site walkover)<br />

Determined the community’s socioeconomic pr<strong>of</strong>ile<br />

Determined the study area’s community values including amenity, character,<br />

health and safety, cohesion, environment, sense <strong>of</strong> place, fears and aspirations<br />

Reviewed the outcome <strong>of</strong> other assessments containing relevant<br />

socioeconomic themes, namely:<br />

- Traffic and access (refer to section 6.1)<br />

- Noise and vibration (refer to section 6.2)<br />

- Non-Aboriginal heritage (refer to section 6.3)<br />

- Land use and property (refer to section 6.5)<br />

- Landscape character and visual impacts (refer to section 6.6)<br />

- Air quality (refer to section 6.12)<br />

Identified those adverse impacts that would need safeguarding or managing<br />

under the proposal.<br />
