4.3.4 Village newspaperA Paralympic Village newspaper will be produced and ma<strong>de</strong> available to resi<strong>de</strong>ntsfrom Village opening on 22 August 2012. It will be a source of information for Villageresi<strong>de</strong>nts and will contain features on the Games themselves and the personalitiesmaking London 2012 so memorable.The newspaper will be distributed via the resi<strong>de</strong>nt centres and dining areas as well asat the NPC Services Centres. Electronic versions of the newspaper will also be ma<strong>de</strong>available via The Exchange.4.3.5 Display of NPC national flags and other messaging or materials inthe Paralympic VillagesThe installation of any national flags and other messaging or materials on the exteriorof the building in the Paralympic Village will require Village Management approval.Such installations must remain within the NPC’s allotted space and cannot in any wayencroach upon or block the light or view of another NPC. NPCs must inform LOCOGof planned installations prior to their arrival if the banner/sign is greater than 1m x2m or the freestanding item is taller than 1.5m and has a base footprint greater than40cm². These banners/signs and freestanding items must be installed un<strong>de</strong>r LOCOG’ssupervision. NPCs will be liable for damages occurring as a result of self-installation.LOCOG will not accept liability for any damage caused due to the weather or theinstallation process.4.3.6 Non-smoking and alcohol policyIn accordance with IPC regulations, the Paralympic Village will be a non-smokingvenue. It is strictly forbid<strong>de</strong>n to smoke in any building in the Paralympic Village, theParalympic Rowing Village and the Paralympic Sailing Village. A limited number ofoutdoor smoking areas will be available throughout the Villages and will be clearlymarked. LOCOG wishes to stress that NPCs will be charged a significant fee whereany of the resi<strong>de</strong>nces allocated to them have not been respected with regard to thenon-smoking policy; the fee will be required to re<strong>de</strong>corate resi<strong>de</strong>nces for the Villagelegacy owners.Alcohol will not be sold to individuals within the Villages and the consumption ofpersonal alcohol is restricted to private spaces.
