5.5 SecurityThe UK Government has ultimate national responsibility for the <strong>de</strong>livery and funding ofthe safety and security aspects of the London 2012 Paralympic Games in line withguarantees signed during the bid process.The Home Office will coordinate all matters of security and the emergency services,whereas LOCOG has responsibility for the <strong>de</strong>sign, implementation and operation ofsecurity measures for Games venues, with principal responsibility resting with theSecurity and Resilience Department (S&RD), but working in close partnership withother key functional <strong>de</strong>partments.LOCOG has engaged with the relevant UK and international security bodies to ensurethat crucial state-of-the-art security concepts for both competition and non-competitionvenues are built into each venue overlay <strong>de</strong>sign where appropriate.An example of this is the implementation of the ‘island site’ principle where everythingis searched and secured before the Games begin. At this point, no personnel, vehiclesor materials are able to enter the venue without the correct accreditation and securityscreening.5.5.1 The role of LOCOG Security versus other agenciesLOCOG Security’s principle responsibility is the provision of ‘in-venue’ security.LOCOG will work with all other security and emergency services to provi<strong>de</strong> thegeneric venue protective security overlay to ensure a common un<strong>de</strong>rstanding andapproach. This will ensure:- there is a cohesive and coordinated approach to security;- security is integrated into all areas of planning; and- an effective and discreet security operation is <strong>de</strong>livered.LOCOG has employed a <strong>de</strong>dicated Client Services Security Manager to answer anyspecific queries that NPCs may have in relation to LOCOG Security.LOCOG Security works in partnership with:The Olympic/Paralympic Security Directorate – part of the UK Home Office, itimplements the national strategy and manages the security programme.London 2012 – NPC <strong>Chefs</strong> <strong>de</strong> <strong>Mission</strong> <strong>Dossier</strong>160
