NPC-dedicated vehicle management and usageVehicles will be available from 20 August to 12 September 2012 and can becollected after completion of the DRM from the Fleet Depot NPC (FDN), located in themulti-storey car park next to the main entrance of the Paralympic Village. Only theChef de Mission or an accredited NPC team official will be allowed to sign for andcollect the keys for the vehicles from the FDN and will be responsible for themthroughout the Games. Upon completion of the Games, all vehicles must be returnedto the FDN only. No drop-offs at any other location will be allowed.NPC-dedicated vehicles may be used for travel within the designated boundaries ofthe Paralympic territory, which includes all official competition and non-competitionvenues.Only NPC Assistants and accredited members of the NPC delegation are allowed todrive the vehicles. Please note that in the UK vehicles drive on the left-hand side of theroad.Should NPCs wish to self-drive, the following criteria will apply to the driver:- The driver must be aged over 21 but is recommended to be older than 25;- The driver must have provision of a full valid licence from country of origindesignated to drive a manual vehicle (please note some licences state automaticdrive only);- If the licence is not in English, then an international driving permit must beprovided (these are issued by national/territorial automobile associations);- The driver must sign the LOCOG disclaimer form certifying no drink- or drugrelatedconvictions within the last five years; and- The driver must abide by the terms and conditions of use of the dedicatedvehicles.All queries regarding NPC-dedicated cars can be directed to the Transport desk at theNPC Services Centre in the Paralympic Village.5.2.13 Vehicle Access and Parking Permits (VAPPs)NPC-dedicated vehicles will be equipped with a Village and Venues (VLV) P3 VAPP.This will allow them access and parking in Car Park 3 in all Villages and competitionand training venues. It will also allow access to a drop-off/pick-up load zone at PFHsLondon 2012 – NPC Chefs de Mission Dossier147
and the International Broadcast Centre (IBC)/Main Press Centre (MPC). An additionalDay pass is required for parking at the IBC/MPC, where there will be limitedavailability. NPCs should contact the Transport desk for any pertaining clarifications.NPC-dedicated cars include the congestion charge.Limited short-term car parking spaces will be provided free-of-charge to NPCs whowish to pick up their delegates at Heathrow Airport, provided the NPC vehicledisplays a valid Paralympic Vehicle Access and Parking Permit (VAPP). Furtherinformation will be provided in the Chefs de Mission Manual.NPC-dedicated and NPC Rate Card VAPPs will be transferable. Should an NPCtransfer the NPC-dedicated VAPP onto a non-LOCOG vehicle, the NPC will beresponsible for paying any Congestion Charge fees. Please refer to the CongestionCharge section (5.2.19).In addition, NPCs should provide the vehicle licence plate numbers of any NPCprivate/non-NPC-dedicated cars to the Transport desk at the NOC Services Centre.5.2.14 Vehicle permit check points and screeningTo access Paralympic venues, all vehicles will be required to pass through accesscontrol points. Depending on the vehicle’s destination, different access and controlmeasures will apply. These measures will include:Vehicle Permit Checkpoints (VPCs)The Vehicle Permit Checkpoints (VPCs) will be located at designated positions on theroad network surrounding the Paralympic venues. VPCs act as a filter to ensure thatonly authorised vehicles are allowed access to the venue. All vehicles must displaytheir VAPP, otherwise they will be turned away from the venue.Vehicle Screening Areas (VSAs)The Vehicle Screening Areas (VSAs) will be located on or near to the secure perimeterof the venue. All vehicles displaying the appropriate VAPP will be allowed to proceedthrough the VSA and into the venue but must first undergo security screening. LOCOGSecurity will determine the level of screening required for each transport system orservice.
