5.4.6 TransportHeads of State or Government and Ministers responsible for Sport, as well as theirguests accredited in the NPC category, are eligible for T3 transport. <strong>Mission</strong>s wishingto use their own vehicle to transport their Head of State or Government and Ministersresponsible for Sport will need to apply for Vehicle Access and Parking Permits(VAPPs) to gain access to the Paralympic Route Network (PRN) and to venues.However, because of limited parking at venues, access to VAPPs will be restricted.Transport for international dignitaries to the Opening and Closing Ceremonies will beby coach only, travelling securely to the Olympic Park from a point in central Londonto ensure prompt and efficient arrival and <strong>de</strong>parture.5.4.7 Accredited dignitary arrivals and <strong>de</strong>parturesFor some time before and during the Games, London Heathrow, the official Port ofEntry for the London 2012 Paralympic Games, will be operating at full capacity andwill not be able to accept private bookings and as such LOCOG would encouragedignitaries to arrive and <strong>de</strong>part on scheduled flights. Private flights will need to bebooked into other airports in the south-east of the UK. Please note that arrival and<strong>de</strong>parture services will not be provi<strong>de</strong>d at these airports.The UK Department for Transport has published a brochure which lists the alternativeairports across the south-east of England and the facilities that they have to offer,along with contact <strong>de</strong>tails. A copy of this brochure is available on the Protocol pageof The Exchange.
