The Olympic and Paralympic Coordination Team (OPC) – the OPC acts as thecoordinating lead for the police service and maintains an oversight on the planning,<strong>de</strong>velopment and implementation of policing arrangements.The International Liaison Unit (ILU) – the main function of the ILU is to engage with theinternational (and diplomatic) community to report and reassure on safety and securityissues.The Olympic Delivery Authority (ODA) – the public body responsible for <strong>de</strong>velopingand building the new venues and infrastructure, and <strong>de</strong>signing safety and securitymeasures to statutory requirements in consultation with security partners.Security workshops and conferences have been arranged with LOCOG’s securitystakehol<strong>de</strong>rs. The first London 2012 International Safety and Security Conference tookplace on 16–17 March 2011. This conference will be followed by two otherconferences: the second from 21–23 November 2011 and the third in May or June2012. Information regarding these conferences will be posted on The Exchange.5.5.2 Venue lockdown and security sweepAll Paralympic venues will un<strong>de</strong>rgo a security search conducted by specialist policesearch teams to ensure that they are free from any prohibited or hazardous items thatmay pose a threat to the security and safety of the venue and its occupants. Thesecurity search will be completed prior to the commencement of training, competitionand operations. At the conclusion of the security search, the venue will be in a state oflockdown.Venue lockdown refers to the time when the secure perimeter is enforced. Venueaccess points will be initiated and the physical and technological security controls willbe fully operational (for example, CCTV, perimeter intrusion <strong>de</strong>tection, securitylighting, and security patrolling). At this point, no personnel, vehicles or materials willbe able to enter the venue without the correct accreditation and security screening.5.5.3 Security at the Paralympic VillagesEntry to and from the Villages during the Paralympic Games will be by way of theElectronic Access Control system, which will provi<strong>de</strong> up-to-date accreditation validity inLondon 2012 – NPC <strong>Chefs</strong> <strong>de</strong> <strong>Mission</strong> <strong>Dossier</strong>161
