LOCOG may give the NPC 24 hours to complete this inspection themselves andsubmit comments back to LOCOG.The report from the check-in will form the basis of a similar process prior to the<strong>de</strong>parture of the NPC. Any material changes to that report which show that damage,whether intentional or acci<strong>de</strong>ntal, has occurred, will be charged to the particular NPC.A damages cost matrix will be prepared and issued to NPCs in 2012. This postoccupationreport will be signed by authorised representatives of the NPC andLOCOG. NPCs will be responsible to pay LOCOG for any damages prior to their<strong>de</strong>parture.Damages policyThe British Government and other estate owners (University of London and Zero C<strong>de</strong>velopments) have granted LOCOG use of the Villages ‘on loan’ and, therefore,together with the resi<strong>de</strong>nts, we have a collective duty of care to return the estates inthe best possible condition to the owners.With this in mind, it is important that LOCOG recovers any costs for the restoration ofany damaged spaces allocated to NPCs in the Villages and/or accommodations.LOCOG recognises that there will be normal ‘wear and tear’ as a consequence ofNPC use and will take this into account when assessing damages.Interior and exterior walls may not be penetrated in any way by objects such as nails,screws or drills. Adhesives used in hanging posters, schedules, banners, flags, picturesor other items may be used as long as they do not leave marks or stains. During theI&I process, LOCOG will indicate temporary walls where posters, etc. may be usedwith pins or adhesive substances (excluding nails or screws) if and when requested bythe NPC.4.1.6 Welcome Centre and first-time arrivalsOnce the DRMs and the I&I have been completed and starting from 22 August(08:00), all athletes and NPC team officials residing in the Paralympic Village, theParalympic Rowing Village and the Paralympic Sailing Village can arrive at theirrespective Village Welcome Centres, where luggage and appropriate equipment willbe screened.
