ATO development
A total of 91 ATOs have been set up, mostly since 2000-02. The Italian Government is currently
considering if the tender processes for the granting of ATO licenses was properly carried out. The
Environment Ministry is considering revoking various ATO concessions, most notably ACEA’s. In the
meantime, seven ATOs have been floated and have in turn merged with 14 other ATOs, with further
mergers under consideration.
Five proposed ATO concessions have been developed during 2005:
Cantania: Joint venture for the city of Cantania’s Servizi Idrici Etnei SpA is expected to be announced
by the end of the year.
Naples: ATO 2 Napoli-Volturno (ATO 2 Napoli-Volturno, with 2006 revenues expected to be €243
million) bidding process has been delayed by the lack of bidders to date.
Palermo: The ATO process (30 year concession, total revenues of €1.25 billion) was suspended in
April 2005 and may be revived by the year end.
Trapani: The concession (Trapani ATO 7) received preliminary bids and formal bidding is currently
under way.
Siracusa: Two bids for the ATO are being considered.
