ATO development<br />

A total of 91 ATOs have been set up, mostly since 2000-02. The Italian Government is currently<br />

considering if the tender processes for the granting of ATO licenses was properly carried out. The<br />

Environment Ministry is considering revoking various ATO concessions, most notably ACEA’s. In the<br />

meantime, seven ATOs have been floated and have in turn merged with 14 other ATOs, with further<br />

mergers under consideration.<br />

Five proposed ATO concessions have been developed during <strong>2005</strong>:<br />

Cantania: Joint venture for the city of Cantania’s Servizi Idrici Etnei SpA is expected to be announced<br />

by the end of the year.<br />

Naples: ATO 2 Napoli-Volturno (ATO 2 Napoli-Volturno, with <strong>2006</strong> revenues expected to be €243<br />

million) bidding process has been delayed by the lack of bidders to date.<br />

Palermo: The ATO process (30 year concession, total revenues of €1.25 billion) was suspended in<br />

April <strong>2005</strong> and may be revived by the year end.<br />

Trapani: The concession (Trapani ATO 7) received preliminary bids and formal bidding is currently<br />

under way.<br />

Siracusa: Two bids for the ATO are being considered.<br />
