UNITED KINGDOM PART 3 (i): COMPANY ANALYSIS: MAJOR PLAYERS 2000 Calama 20 year concession 150,000 sewage treatment The concession has been modelled on the Antofagasta contract. Cascal has carried out complete refurbishment of the existing treatment plant, which is owned by ESSAN (a local utility). The 7.9 million m 3 per annum facility entered service in October 2002. 2001 Noranda 22 years Industry This US$ 6 million project provides 2.2 million m 3 per annum of treated wastewater to Noranda and other companies in La Negra, Chile, some 45km from Antofagasta. Kazakhstan 1998 Karasai 5 year O&M 30,000 water & sewerage Cascal provides water and sewerage services to Karasai, on the outskirts of Almaty. There has been a major improvement of the service, with water provision going from 4–6 hours per day to a 24-hour service. Billing was only introduced once the service was seen to have improved. A 25% collection rate has been improved to 90% following the improvement in service. Cascal has an option to buy the water supply company. Mexico 1993 Puerto Vallarta 15 year O&M 80,000 sewerage The first sewerage BOOT in Mexico, with a WWTW to secondary standard that entered into service in 1995. This has enabled Puerto Vallarta to develop into a major international holiday resort. It has a production capacity of 216Ml per day. In 2004, the BOOT contract was sold for a profit of US$ 12.9 million and Cascal’s interest renewed as an O&M contract until 2008. Belize 2001 Belize City In perpetuity 150,000 water and sewerage Cascal took over the running of Belize Water Services after winning an international bid. Cascal have already reduced non-revenue water (by 11% during 2003), optimised the bulk transfer of water by utilising dedicated pipelines at low pressure, increased public relations and upgraded the offices. Turnover increased by 21% in 2003 and will increase by 17% in 2005 after a price review. By 2005, 60% of customers were metered and non-revenue water fell by 15% in 2004-05. South Africa 1999 Nelspruit 30 year concession 360,000 water provision The 300 million Rand concession covers the Maputo Development Corridor in Mpumalanga Province, the fastest growing municipality in the country. This is the first full privatisation in South Africa. Biwater is to take over billing and revenue collection while modernising the facilities. Cascal has focused the concession on improving and expanding service delivery to townships. UFW fell from 23% to 16% from 2001-2003. US$17 million will be spent in capital projects between 2005 and 2010. Panama 2004 Laguna Alta 30 years, BOOT 370,000 water This is Panama’s first BOOT water provision project. The contract serves people in the La Chorrera, Arraijan and Capira areas, west of the Panama Canal, supplying a minimum of 15 million gallons/day for the first three years of the 30-year concession, and 20 million gallons/day for the remaining 27 years. The project was fist signed in 2000, and construction started in 2003 with the IFC providing US$15 million of the project’s US$25 million funding. UNITED KINGDOM PART 3 (i): COMPANY ANALYSIS: MAJOR PLAYERS Tanzania City Water, a joint venture of Biwater International (UK), Gauff Ingenieure (Germany) and Superdoll Trailer Manufacturers Ltd. (Tanzania), began operations on 1 August 2003. On 13 th May 2005, the contract was cancelled by the government. City Water obtained an injunction against the contract’s termination in May 2005, pending arbitration.
