PART 1: <strong>2005</strong>-<strong>2006</strong> OVERVIEW<br />

After the dramatic setbacks noted in 2003 and 2004, with contracts being handed back and a<br />

cooler corporate attitude towards seeking contracts in developing economies, <strong>2005</strong> has seen an<br />

upsurge in business in Europe and Asia, along with a more difficult operating climate in Latin<br />

America and Sub-Saharan Africa.<br />

Major PSP contract losses, January 2003 to October <strong>2005</strong><br />

Major contract losses covering 3.55 million people have been identified in the year to date. This<br />

contrasts with contract losses covering 13.5 million people during 2004 and 4.83 million in 2003.<br />

The Belize contract ended when the Government purchased Biwater’s stake for an agreed fee.<br />

In the cases of Tanzania and Bolivia, the contracts ended due to political pressures. The<br />

Chinese contracts ended because of a law passed in 2002 outlawing fixed rates of return for<br />

foreign owned contracts. It is known that RWE sold its stake for a profit. Suez handed back the<br />

Puerto Rico contract (which has previously been handed back by VE) after being unable to<br />

renegotiate its terms and the Bogota wastewater treatment works contract was pulled in<br />

circumstances that still remain unclear.<br />
