Three water boards were set up in 2004: the <strong>Water</strong> Resource Management (WRM) Authority, the<br />

<strong>Water</strong> Services Regulatory (WSR) Board and the <strong>Water</strong> Services Trust (WST) Fund. The WRM<br />

Authority will see to the restoration of degraded water catchment and depleted aquifers to guarantee<br />

availability of the resource for development. The WSR Board will licence, regulate and supervise<br />

water services boards and ensure access and expansion, whereas the WST Fund is charged with the<br />

responsibility of a financing instrument for expansion of water services particularly to the poor.<br />
