GERMANY PART 3 (i): COMPANY ANALYSIS: MAJOR PLAYERS<br />

TPJ operations provide in the region of 142m3 pa of water despite suffering from high NRW loss<br />

(49% in 2004). A full capital programme has been deferred due to the delay in rebasing however it is<br />

anticipated that €136 million will be spent on capital work over the life of the project.<br />

Puerto Rico<br />

1996 San Juan 5 + 15 years DBO 1.7 million water customers<br />

A 5 year DBO (3 years construction and 2 years operation) 50:50 JV with Dick Corporation of<br />

Pittsburgh for water services to 1.6 million people in San Juan. The US$300 million contract has been<br />

extended for a further 15 years as a full concession contract. The facility entered service in<br />

September 2000. The 0.4 million m3 per day, 5 year O&M contract runs through September <strong>2005</strong>.<br />

This is now managed by American <strong>Water</strong>.<br />

Chile<br />

TW acquired three of the water companies to have been privatised. TW now has more than 1,000<br />

employees in Chile, and a total turnover of US$90 million. RWE is seeking to sell these activities,<br />

possibly by the end of <strong>2005</strong>.<br />

2000 ESSEL Asset ownership 0.77 million water & 0.62 million sewerage<br />

customers<br />

Inversiones Andes Sur, the TW/EDP JV acquired 51% Empresa de Servicios Sanitarios del<br />

Libertador (ESSEL) of Chile for US$136 million in March 2000. The company serves 600,000 people<br />

in the city of Rancagua in Chile’s 6th Region. ESSEL had a 2001 turnover of US$19 million. TW<br />

bought out EDP's share of the company for US$70.5 million in December 2001.<br />

2000 ESSBIO Asset ownership 1.85 million water & 1.65 million sewerage<br />

customers<br />

TW’s Inversiones Aguas de Arauco acquired a 51% stake in Empresa de Servicios Sanitarios del Bio-<br />

Bio S.A. (ESSBIO) for US$336 million in October 2000. Originally, TW acquired a 42% stake for<br />

US$282m in September 2000. Located in Concepción, 350 miles south of the capital, Santiago,<br />

ESSBIO serves 1.5 million people in Chile's 8th region, and had a 2001 turnover of US$46.9 million.<br />

Capital investment of approximately US$180 million between 2002 and <strong>2006</strong> is planned, primarily<br />

targeted at wastewater treatment in Concepcion (entered service in 2003, serving 500,000 people)<br />

and Los Angeles (140,000 people) and enhanced customer service across the region, including<br />

extending sewerage connections from 10% to 70%.<br />

ESSBIO and ESSEL merged in September 2002, the new enlarged company using the name<br />

ESSBIO.<br />

2001 ANSM 30 year concession 0.9 million water & 0.85 million sewerage<br />

customers<br />

The concession contract was purchased for US$171 million in November 2001. Aguas Nuevo Sur,<br />

Maule (ANSM) is located in the 7th region, serving a population of over 560,000 and in 2000<br />

generated revenues of US$21.4 million. ANSM is positioned between ESSEL in Rancagua and<br />

ESSBIO in Concepcion.<br />
