Tendring Hundreds and Folkestone and Dover are characterised by high levels of domestic metering.<br />

63% of the former company’s domestic customers use meters, while the latter company aims to have<br />

90% of customers metered by 2015 compared with 44% in <strong>2005</strong>. The Folkestone <strong>Water</strong>works<br />

Company was formed in 1848, one of the first to take advantage of the <strong>Water</strong>way Clauses Act of 1847<br />

and merged with two other companies in 1953 and 1970.<br />

BWB dates back to 1856, including 45 years with its services being divided by the Berlin Wall. In<br />

1999, after the partial privatisation of BWB, Berlinwasser Holding AG was formed and BWB was<br />

vested into this company. The consortium (VE 50% and RWE 50%) acquired 49.9% of BWB for €1.69<br />

billion, with the majority 50.1% stake being held by the City of Berlin.<br />

1999 Berlin 30 year concession 3.9 million water and sewerage<br />

BWB serves 3.4 million people in Berlin, operating nine water treatment works and six sewage<br />

treatment works. In addition, water is provided to 90,000 people and wastewater treatment to 0.5<br />

million in Brandenburg via 10 water and 24 wastewater contracts, with a total of 113 local authorities.<br />

In 2004, 209 million m 3 of drinking water was provided, along with 232 million m 3 of wastewater from<br />

Berlin and the surrounding area was treated.<br />

Berlinwasser International AG<br />

BWB sought to enter international markets in 1994 and gained its first activities in 1997-98.<br />

Berlinwasser International has nine projects in five countries with a total order backlog worth €495<br />

million in 2003. These activities are under review at present.<br />

China<br />

2003 Nanchang 20 year BOT 1,000,000 wastewater<br />

Berlinwasser International has a BOT-contract to build a 330,000m 3 per day wastewater treatment<br />

plant in Nanchang, the capital of Jiangxi. BWI and its partner, the Third Construction & Engineering<br />

Co. Ltd of Beijing Urban Construction Group (BUCGT), are developing the €36 million project with a<br />

wholly Chinese project-financing. Construction began in January 2003 and commissioning is planned<br />

for autumn 2004.<br />

2004 Hefei 23 year BOT 1 million wastewater<br />

A RMB480 million contract for taking over the operation of a 310,000 m 3 per day wastewater treatment<br />

plant that was built by the municipality between 1998 and 2002.<br />

Berlinwasser also has a 35% stake in a BOT water project signed in 1997 with the Xian <strong>Water</strong><br />

Company covering a 550,000m 3 per day water treatment plant that was commissioned in November<br />

2001 and supplies water to 2 million people in the city of Xian. In December 2003 Berlinwasser sold<br />

its equity interest in <strong>Water</strong>works Xian South Co. Ltd. to the majority shareholder, the water enterprise<br />

of Xian, China for US$11.2 million due to the Chinese governmental decree of 11th September 2002.<br />

Albania<br />

Berlinwasser International gained a five year €4m contract to take over the management of water<br />

supply and wastewater disposal in the Albanian towns of Durres, Fier, Lezhe and Saranda. The<br />

project is supported by €20 million in funding from the World Bank and will be implemented by a JV<br />
