UNITED KINGDOM PART 2: COUNTRY ANALYSIS<br />

There are a total of 23 PFI sewerage schemes in Scotland, with an original value of £587 million.<br />

Wherever possible, construction work was due to commence in 1998 with a completion date of 2000.<br />

In reality, there have been significant delays in the awarding process. For example, Aberdeen and<br />

Peterhead was only awarded to Kelda’s consortium in August 1999, with completion of the main<br />

project in 2001 and for a further facility in <strong>2005</strong>. A number of the original schemes have been grouped<br />

together in order to achieve economies of scale. The main schemes to date are as follows (£ million):<br />

In Northern Ireland, proposals are being developed for PFI financing through the Alpha (£110 million<br />

on water treatment works, provisionally awarded to Earth Tech/Kelda) and Omega (£130 million on<br />

wastewater treatment works) projects for implementation by <strong>2006</strong>. Further privatisation projects are<br />

under consideration.<br />

represents two former SWCs, three PFI contracts and Northumbrian <strong>Water</strong>.<br />
