Gdansk, Poland<br />

SAUR Neptune Gdansk, a water and sewerage management JV with the municipality of Gdansk,<br />

started in late 1992 and runs until 2010. The venture is charging Zl3.95 (US$0.184) per m³ for<br />

drinking water and Zl3.45 (US$0.162) per m³ for sewerage services to 470,000 people in the city and<br />

510,000 people overall. The increase in fees has been 36% below the rate of inflation. SAUR holds<br />

50.99% of the company. <strong>Water</strong> quality has moved from 8% EU compliant in 1992 to 87% by 2000,<br />

while distribution losses have fallen from approximately 55% in 1992 to 10% in 1999, with water<br />

consumption falling by 43%. STWs now operate at secondary level and are to be upgraded to tertiary<br />

level standard in line with the UWWTD. The contract generated sales of €30 million in 2003 and €31<br />

million in 2004.<br />

Argentina<br />

1998 Mendoza 95 year BOT 1.14 million water & sewerage<br />

SAUR (32%), Enron (32%) and Italgas (4.5%) acquired Obras Sanitarias de Mendoza from Mendoza<br />

municipality for US$132.7 million. Enron sold its stake to South <strong>Water</strong> SA of Argentina in 2004.<br />

Because of the Peso crisis, revenues fell from €20 million in 2002 to €18.3 million in 2003 and €16.6<br />

million in 2004. During 1998, the billing collection rate improved from 80% to 90% as the consortium<br />

introduced more professional operations management procedures. The province has 1.6 million<br />

inhabitants with 280,000 water connections serving 1.14 million people. The population served by<br />

sewerage and sewage treatment has increased from 880,000 in 2001 to 950,000 by 2003.<br />

China – Shanghai Fengxian SAUR <strong>Water</strong> (SFSW)<br />

2001 Shanghai Fengxian 28 year concession 700,000 water provision<br />

Shanghai Fengxian is a district to the South-West of Shanghai. The plant, operated by SFSW, has a<br />

production capacity of 100,000m 3 per day and supplies drinking water to 700,000 people. SFSW is<br />

equally owned by SAUR International and a local investment company, and is involved in leakage loss<br />

detection across the district's distribution network. Under current conditions, the 28-year contract has<br />

aggregate sales of approximately €84 million and generated sales of €7 million per annum.<br />

1996 Harbin 28 year BOT and O&M 2,800,000 water provision<br />

This is a 0.225 million m 3 per day water treatment plant construction plus management project, which<br />

is being operated jointly with the Harbin <strong>Water</strong> Company. Harbin has a total population of 2.8 million.<br />

In 1999, Harbin SAUR <strong>Water</strong> was the first company in the Chinese water sector to be awarded ISO<br />

9000 certification by an international organisation.<br />
