In order to attain the Millennium Development Goals and to move towards universal access to<br />

improved water supplies in urban areas by 2025, FCFA59 billion needs to be spent during the period<br />

2000-2010 and FCFA30 billion during the period 2011-2020. Including peri-urban areas, identified<br />

spending needs between 2000 and 2020 are some FCFA145 billion. At present, STEE receives<br />

funding of FCFA1 billion per annum and is therefore dependent on external funding. In addition,<br />

FCFA79-88 billion is needed in the twenty years period for basic urban sanitation services, especially<br />

rainwater drainage and latrines. This is without any formal sewerage and sewage treatment.<br />

Privatising STEE<br />

A concession agreement for the private management of STEE was signed on January 28 2001, which<br />

includes the government’s take-over of the long-term debts and the transfer to a separate debtrecovery<br />

structure of STEE’s short-term domestic liabilities. The Agence Française de<br />

Developpement (AFD) is funding a €8.3 million stormwater drainage project in the eastern districts of<br />

the town of N'djamena. In addition to €10 million financing from the World Bank, the AFD also<br />

provided €5.1 million for the privatisation of STEE.<br />
