There were 86,500 customer connections in 2004, including 11,320 which have subsidised<br />

connections using less than 15m 3 per month. By 2004, the connection rate had risen to 68%, with<br />

192,000 people in worse off areas being connected to water and sewerage since 2002.<br />

Kenya<br />

VE and its local partner Saureca Space were awarded a management contract in December 1999 for<br />

water services in Nairobi. The contract involves improving basic services and reducing distribution<br />

losses from their current 50% level for some 2 million people. The contract may be developed into a<br />

BOT or concession contract at some point in the future.<br />

Chad<br />

2000 STEE Phased privatisation Up to 7 million water<br />

Société Tchadienne d’Electricité de l’Eau (STEE), Chad’s water and electricity utility, is being<br />

privatised in a series of phases. From 2000 there will be an O&M contract generating F180 million per<br />

annum. Afterwards, if agreed between the various parties, VE will become the majority holder in<br />

STEE through a F10 million stake and F10 million in creating the new management company for<br />

STEE. The Agence Française de Developement (AFD) provided €5.1 million and the World Bank<br />

provided €10 million to start this process.<br />

Morocco<br />

The two concessions currently serve 511,000 customer connections, including 16,000 low cost water<br />

and sewerage connections. A particular emphasis has been placed on water network efficiency:<br />

The concession serves a total of 23 districts within the two cities. VE is the lead company in a<br />

consortium comprising ONA of Morocco, SOMED (Morocco and UAE) and Canada’s Hydro Quebec.<br />

The two concessions cover water, wastewater and electricity services for 23 districts within the two<br />

cities, serving a total of 1.2 million people. The Tangiers contract will generate revenues of €66 million<br />

per annum from 2001 and the Tetouan contract will generate revenues of €39 million. By the fifth<br />

year, they will generate combined revenues of €130 million per annum. The concessions involve<br />

network and service maintenance, with an emphasis on extending and rehabilitating sewerage<br />

services. The concessions will also be designed to take into account the population growth<br />

anticipated over the duration.<br />
