TURKEY PART 2: COUNTRY ANALYSIS<br />

Izmit<br />

Izmit had a troubled start because of the Turkish BOT award system delaying the start of the contract<br />

implementation process for nearly two years. Since then, the three year construction phase has been<br />

completed and in 1999, the contract entered its 15 year operational phase. A reservoir supplies water<br />

to Izmit, the surrounding towns and villages and to Istanbul.<br />

The project involved 100km of pipeline being built, connecting the reservoir to the city of Izmit. The<br />

reservoir has a capacity of 60 billion litres with an annual yield of 142 billion litres. The water<br />

treatment works is 5km downstream from the reservoir, and has a capacity of 480 million litres per<br />

day. The treatment facilities cost US$100 million to build.<br />

The project was 85% debt and 15% equity financed. US$140 million of equity finance was provided<br />

by Thames <strong>Water</strong> (UK, 35%), Mitsui (Japan, 7.5%), Sumitomo (Japan, 7.5%), Gama (Turkey, 23%),<br />

Guris (Turkey, 12%) and the remaining 15% by the Izmit municipality. These investments are<br />

reflected in their respective holdings in Izmit Su As, the operating company. US$803 million of debt<br />

finance was arranged. The principal components were: US$236 million Export Credit Guarantee<br />

Department (ECGD) supported credit loan arranged by Nat West (UK), US$167 million Turkish<br />

commercial loan, US$180 million COFACE buyer credit loan, US$40 million Japanese commercial<br />

loan and US$180 million JEXIM credit loan.<br />

Adana – a short term wastewater treatment BOT<br />

Adana had a population of 1.22 million in 2003. The city had no wastewater treatment facilities until a<br />

BOT contract was signed in 2001 with a consortium headed by VA Tech Wabag (Austria), funded<br />

through a €45 million EIB loan. The two treatment plants entered service in 2004 and will be operated<br />

by VA Tech until 2007. They can treat 0.2 million m 3 of wastewater per day, a capacity which will be<br />

increased to 0.4 million m 3 of wastewater per day by 2015 and 0.52 million m 3 of wastewater per day<br />

by 2025, serving up to 2.6 million people. In 2001, the city awarded MVV (Germany) a 2 year water<br />

leakage management contract.<br />
