GERMANY PART 3 (i): COMPANY ANALYSIS: MAJOR PLAYERS<br />

Wales<br />

2001 Wales 5 + 7 years, customer Services 1.3 million households<br />

Thames <strong>Water</strong> was awarded a £68 million contract in 2001 to manage customer services including<br />

billing and revenue collection, debt management, customer contact management and meter reading,<br />

for Dwr Cymru Welsh <strong>Water</strong> until <strong>2005</strong>. This contract was the first of its kind in the UK water industry<br />

and has proved to be very successful delivering substantial savings and improved performance in all<br />

areas. The contract serves 1.3 million connected properties, representing a population of over 3<br />

million. In <strong>2005</strong> it was renewed for up to 7 years.<br />

Germany<br />

RWE Energy AG with its six regional operating companies is responsible not only for the electricity<br />

and gas but also for the German water business within the RWE Group.<br />

In Germany, the regional companies of RWE Energy AG supply a population of about 8 million with<br />

drinking water (excluding Berlin) through holdings in municipal utilities and exclusive<br />

water/wastewater companies. Berlinwasser in Berlin supplies another 3.5 million people with drinking<br />

water; hence RWE supplies a total population of about 11.5 million with water in Germany. In the<br />

wastewater sector, RWE manages the sewage of about 5.6 million people in Germany.<br />

In most cases, so-called municipal utilities or multi-utility companies provide the water supply in<br />

Germany. The following are RWE's largest municipal utility holdings with water activities:<br />

RheinEnergie AG (Cologne), Dortmunder Energie- und Wasserversorgung (Dortmund), Essen<br />

municipal utility (Essen), Duisburg municipal utility (Duisburg) etc.<br />

Major RWE holdings of exclusive water/wastewater companies are Berliner Wasserbetriebe, RWW<br />

Rheinisch Westfälische Wasserwerksgesellschaft (Mülheim on Ruhr), Wasser & Abwasser Holzland<br />

(Hermsdorf), Stadtentwässerung Schwerte and Wasser- und Abwasser Elsterwerda.<br />

Berliner Wasserbetriebe (BWB) dates back to 1856, including 45 years in a divided Berlin. In 1999,<br />

after the partial privatisation of BWB, Berlinwasser Holding AG was formed and took control of BWB.<br />

The consortium (Veolia 50% and RWE 50%) acquired 49.9% of BWB for €1.69 billion, with the<br />

majority 50.1% stake being held by the City of Berlin.<br />

1999 Berlin 30 year concession 3.9 million water and sewerage customers<br />

BWB serves 3.4 million people in Berlin, operating nine water treatment works and six sewage<br />

treatment works. In addition water is provided to 90,000 people and wastewater treatment to 0.5<br />

million in Brandenburg via 10 water and 24 wastewater contracts with a total of 113 local authorities.<br />

In 2004, 209 million m³ of drinking water was provided, along with 232 million m³ of wastewater from<br />

Berlin and the surrounding area.<br />

Hungary<br />

1997 Budapest 25 year O&M 2 million water distribution<br />

Suez and RWE Aqua control all the shares of the management company and 25% of the equity of the<br />

asset management company. The management company formed by Suez (51%) and RWE Aqua<br />

(49%) will take a 25% stake in Fövarosi Vizmuvek for US$82 million. RWE holds 13% of the asset<br />

company. FV has a US$80 million turnover and employs 1,500 staff. The contract is a 25 year O&M<br />

distributing water to 1.5 million customers in the capital of Hungary.<br />
