achievement and the appreciation to all involved is due. The<br />

following <strong>co</strong>mments are restricted to issues of clarity in the <strong>SPM</strong><br />

only.<br />

<strong>SPM</strong>-48 0 A 0 0 0 0 FY2005 was the memorable year for global warming prevention:<br />

Kyoto Proto<strong>co</strong>l entered into force following Russia's ratification,<br />

and EU-ETS has started as the 1st international scheme. Also the<br />

discussion on Post-Kyoto has started from COP11, then the<br />

policymaker and industies are very interested in next climate chang<br />

measures.`(1)<br />

Table <strong>SPM</strong>.3 show us the criteria for assessing international<br />

agreements on climate change, but I think it shold be clearer and in<br />

more detail, in order to be refered by each<br />

government/organization's policymaker. (2)<br />

This table makes me receive the impression that "National emission<br />

target and emission trading" is most suitable climate change policy,<br />

and also I think so. If my interpretation is <strong>co</strong>rrect, more <strong>co</strong>ncrete<br />

suggestion such as design of scheme and emission target should be<br />

written down.<br />

Extremingly speaking, it's preferable that the explanation on<br />

scenario studies (p.5-8) is decreased and should expand the<br />

sugession on "National emission target and emission trading".<br />

Scenario studies should be explained in Technical Summary. (3)<br />
