A 19 5 19 10 In Figure <strong>SPM</strong>.7, I do not understand how the insurance industry<br />

can have a significant effect on emissions as depicted in this figure.<br />

Suggest removing this bar. Also suggest <strong>co</strong>nverting this figure into<br />

a table since I find that the footnotes that explain what is meant by<br />

the bars is as, or more, important than the bars themselves.<br />

A 19 5 0 0 Delete this figure. It is too subject to misinterpretation. Ac<strong>co</strong>rding<br />

to figure <strong>SPM</strong>-1, CO2 emissions in 2002 were about 30 Gt.<br />

However, Figure <strong>SPM</strong>.7 shows the total of all influences is over 60<br />

Gt. While more than one policy can affect a single source of<br />

emissions, except for indicating that multilateral bank lending is an<br />

indirect influence, the figure does not indicate which influences are<br />

dominant. Also, for three of the seven bars on the chart, including<br />

fiscal policy, which is the largest bar, there is only a single estimate<br />

of influence. The notes indicate that for these three categories, all<br />

of the emissions in the category can be affected by policy, implying<br />

that the <strong>co</strong>rrect choice of policy <strong>co</strong>uld eliminate the emissions.<br />

This is clearly not the case in the period to 2030 that is the focus of<br />

the <strong>SPM</strong>. Finally, the title of the chart refers to policy areas, but the<br />

insurance sector, which is largely in private hands, is included.<br />

A 19 5 19 25 Footnote 2 appears to be unclear. The graph addresses among<br />

others deforestation. Their are many drivers and causes of<br />

deforestation, but only logging is mentioned in footnote 2. Logging<br />

is an activity which does not lead necessarily to deforestation, as<br />

logging is also a normal activity in sustainable forest managent.<br />

What is meant here (illegal logging)? Please specify! Were<br />

agriculture and land-use policies not taken into <strong>co</strong>nsideration?<br />
