1 A 1 10 1 15 The linkage between fossil fuelled energy and emissions needs to<br />

be clearly presented at the first available opportunity, i.e. after the<br />

first sentence, which describes the rise in emissions since 1970 and<br />

presents Figure <strong>SPM</strong>.1. **Insert new se<strong>co</strong>nd sentence in line 10**:<br />

"Fossil energy use is responsible for about 87% of the<br />

anthropogenic CO2 emissions produced annually [4.2.1]" (This<br />

statement is <strong>co</strong>ntained in 4.2.1 at line 26 of Chapter 4). **Insert**<br />

and reference new Figure <strong>SPM</strong>.2 = existing Fig 4.2.4 in Chapter 4<br />

(global primary energy 1971-2003). This sentence and this graph<br />

immediately (and visually) make the <strong>co</strong>nnection between historic<br />

fossil-fuelled energy and emissions, thus <strong>co</strong>nnecting to the message<br />

in Section A that, without additional policies, emissions will<br />

<strong>co</strong>ntinue to grow. Furthermore, it sets up both the regional and<br />

percapita <strong>co</strong>nsiderations that are <strong>co</strong>nsidered next in this section,<br />

both textually and graphically. The existing 2nd sentence in line 10<br />

(new 3rd sentence) then begins: "The rise in emissions has<br />

ocurred...". (Subsequent Figures be<strong>co</strong>me re-numbered ac<strong>co</strong>rdingly).<br />

1 A 1 10 1 13 In fact, it must be stated that low oil and other fossil fuels' prices<br />

dominated energy market, and however climate change <strong>co</strong>ncerns,<br />

fossils represent now almost 90% of <strong>co</strong>mmercial energy supply and<br />

this picture hasn't change very much during the last more than<br />

twenty five years. It is very easy now to say that "increases in<br />

population and GDP per capita have outweighed decreases in ...";<br />

but this is only a "half-true" which bring some darkness to the<br />

global picture and helps to hide the actual and most important cause<br />

of the problem, which is the lack of political will for switching<br />

fossil fuels to renewable energy sources, mainly at developed<br />

<strong>co</strong>untries which can afford that change and also have the<br />

technologies for doing so, or <strong>co</strong>uld make the R&D efforts and<br />

investments to design and manufacture them.<br />
