appreciate that you Bert Metz, guide me to that <strong>co</strong>ncerning text.<br />

You may argue that above mentioned question is not the domain of<br />

your work. I then do not agree with you, even if you have in good<br />

faith agreed with a limited, impact kind of assignment for your<br />

FAR-WG3, you should have had the freedom of exploring in a<br />

structured way the implementation and execution of no-regret<br />

measures reducing the GHG emissions. Such an structured analyses<br />

of no-regret measures for various grouped nations will hurt no<br />

body. The absence of such analyses is striking, but again, I may<br />

have overlooked that important section.<br />

I strongly advice you to take on board a structured scheme for<br />

implementation of different GHG emission reduction measures for<br />

each <strong>co</strong>untry, or at least for grouped nations, in <strong>co</strong>operation with all<br />

and specifically with specific vulnerable nations. As we have done<br />

in the nineties for the <strong>co</strong>astal <strong>co</strong>untries.<br />

At least an annotated outline on how to do, should be placed in the<br />

FAR and be announced for the IPCC-Fifth AR-2012. In present<br />

report you make clear how vulnerable nations can <strong>co</strong>ntribute to<br />

diminish their emissions. That is the least that <strong>co</strong>uld be done after<br />

18 IPCC years I assume. We have done similar exercises within<br />

IPCC for the <strong>co</strong>ast, starting in 1992, adopted by IPCC , ac<strong>co</strong>rding<br />

to a <strong>co</strong>mmon methodology which we had developed (IPCC, 1992:<br />

“ Vulnerability Assessments Methodology; IPPC 1994: ………. ).<br />

Such practical exercises can also be undertaken now as well.<br />

Having been the Technical Secretary of the IPCC-SubGroup<br />

Coastal Zone Management (1989-1994), I realise very well the<br />

<strong>co</strong>nstraints of working within an intergovernmental organisation,<br />

but I also realise that you in your position can make things true,<br />

meaning that you are able to guide, to direct persons, <strong>co</strong>untries in a<br />

way that indeed sustainable development, climate change<br />

mitigation and adaptation will be upfront in the <strong>co</strong>untries policies,<br />

through your big smile, Bert!!<br />
