followings; "such as poverty, hunger, health as agreed in the<br />

Millenium Development Goals". Then se<strong>co</strong>ndly, suggest to pick up<br />

sentences from p. 10, lines 21-24 of TS, i.e. "This leads to the<br />

notion that climate change policies can be <strong>co</strong>nsidered (1) in their<br />

own right (”climate first”), or (2) as an integral element of<br />

sustainable development policies (“development first”).<br />

Nevertheless, framing the debate as a sustainable development<br />

problem rather than a solely environmental one may better address<br />

the immediate goals of all <strong>co</strong>untries". The purpose of this addition<br />

is to enhance the credibility of the IPCC assessment report,<br />

showing we, experts of climate change, have broad eyes to pay<br />

attention to other important issues and have in our mind to pursue a<br />

good balance among them.<br />

A 18 20 19 25 I do not understand this graphic or how these specific quantitative<br />

values were derived. Are these annual emissions caused by these<br />

policies. Or are they a measure of the potential to avoid emissions<br />

through wise policies in these areas? Are these global levels? Over<br />

what time period? Please <strong>co</strong>nsider dropping this from <strong>SPM</strong> as I'm<br />

not sure the average reader of the <strong>SPM</strong> will be able to quickly grasp<br />

the point trying to be made here.<br />
