capturing, by a seemingly no-regret measure, such as a large scale,<br />

airborne reforestation with a million, mixed forest seedlings<br />

assistance of the US Air Force, a few years ago.<br />

Just to mention a few examples of pro-active mitigating measures.<br />

So important , so imaginary for decision makers.<br />

Providing a first set of ranked mitigation measures per <strong>co</strong>untry or<br />

per group of <strong>co</strong>untries, has a preliminary character and is very<br />

roughly estimated, but will definitely stimulate the UNFCCC/IPCC<br />

stakeholders: governments, industry, NGO’s with challenging ideas<br />

in order to start experimenting with no-regret options during period<br />

between now and the Fifth Assessment Report of IPCC.<br />

You should not speak about uncertainties, you speak about a first<br />

attempts, a very first overview of pro-active measures, to be applied<br />

and its effects should be reported by the member states. A simple<br />

but trustful guidance should be provided by WG3, on the<br />

preliminary measures, and on how to analyse to its effectiveness.<br />

IPCC is an assessment body. Why is WG3 assessing mostly<br />

beautiful scientific models dealing with impacts, effects, and<br />

measures, and not so much assessing promising applications.<br />

Assessment of non-model type of gained knowledge is also<br />

assessment.<br />

Ac<strong>co</strong>rding to my perception WG3 should certainly be “allowed” to<br />

undertake a first ranking of most promising no-regret measures<br />

undertaken. The results of such an structured assessment can<br />

provide series of promising no-regret solutions for the policy- and<br />

decision makers, eager to absorb new ideas to be applied in their<br />

<strong>co</strong>untry.<br />

A first attempt of a structured frame for analyses of mitigating<br />
