Could the authors provide an example of what they mean by "rural<br />

energy development"? For example, a rapid and large increase in<br />

electrification rural areas may have significant <strong>co</strong>nsequences for<br />

emissions depending on fuel mix etc.<br />

developments for example will not have much influence on GHG<br />

emissions” is <strong>co</strong>ntentious. The experience in developing <strong>co</strong>untries,<br />

and especially in India, suggest that rural energy policies are<br />

important in improving efficiency of biomass use, penetration of<br />

cleaner fuels and renewable energy technologies and therefore<br />

important vehicles for influencing the deforestation and transitions<br />

to less GHG intensive pathway. Re<strong>co</strong>mmend to remove the<br />

statement or qualify it with the explanation such as provided in the<br />

underlined text. In case the deforestation related GHG are clubbed<br />

under forestry policies, this should be clarified since these may<br />

include the <strong>co</strong>ntribution from rural energy policies.<br />
