options will never hurt, and is necessary in order to provide<br />

guidance for the present policy- and decision makers, eager to<br />

implement! Some clear examples of such policy options have to be<br />

set.<br />

Dear Bert, I may draw your attention to the methodology applied<br />

with the GVA (Netherlands RWS/Tidal Water Waters Division –<br />

Ministry V&W and WL-Delft Hydraulics , January 1993: “ A<br />

Global Vulnerability Assessment for a 1meter Sea Level Rise”) –<br />

produced in the frame of the IPPC-CZM-Sub-Group-1992/3, under<br />

my guidance initiated and executed, being a first attempt of<br />

estimating, at a global level, en<strong>co</strong>mpassing the statistics of 179<br />

<strong>co</strong>astal <strong>co</strong>untries, of four types of CC impacts: global <strong>co</strong>astal<br />

population at risk, global e<strong>co</strong>systems at loss, and global rice<br />

production at change, and estimates of <strong>co</strong>sts of basic <strong>co</strong>astal<br />

protection measures. Of <strong>co</strong>urse this was a simple, first estimate, but<br />

strangely enough up till now, ever used, as back ground reference<br />

by IPCC involved scientists, such as Robbert Nichols e.a.<br />

I would like to draw your attention on that methodology used, and I<br />

am of the opinion that such a structured methodology on measures<br />

<strong>co</strong>uld be applied for the IPCC-WG3, to sort out the most promising<br />

pro-active measures, on a relatively short notice.<br />

That is a very pessimistic statement. This statement is based on<br />

what, on which references? By scientists far from reality?<br />

The solar energy development in Spain, as example, takes no<br />

decades to be implemented., but only years! The positive attitude of<br />

the Spanish Government is ac<strong>co</strong>mpanied by innovative stimulating<br />

legislation and is subsequently responded by innovative small and<br />

large scale <strong>co</strong>mpanies. If Spain can do this, then many other<br />

<strong>co</strong>untries may have already made preparations for implementing<br />

renewable, energy source exploitations. Oke, these efforts occupies<br />

only a limited part of the energy segment. But it is the beginning, a<br />

rising sun! And that should be reported by IPCC!<br />
