should distinguish between “climate” and “climate damages” on<br />

one hand, and “climate change” and “climate change damages” on<br />

the other. Most of the damages we see today are due to climate and<br />

its inherent variability. In the future, as climate changes, the<br />

damages due to climate change will probably grow (all else being<br />

equal) and eventually exceed those due to the “baseline” climate<br />

(for lack of a better term). Until that occurs, the benefits of<br />

increasing adaptive capacity to <strong>co</strong>pe with current climate (and<br />

variability) will exceed the benefits of reducing climate-changerelated<br />
