that <strong>co</strong>operation is needed is potentially misleading. If stabilization<br />

of climate will require the fruits of an energy technology race, then<br />

technology <strong>co</strong>operation is not needed at the R&D stage. (A race is<br />

“<strong>co</strong>mpetitive” rather than “<strong>co</strong>operative”) Cooperation will, to a<br />

degree, be desirable when and if scaleable, e<strong>co</strong>nomically<br />

<strong>co</strong>mpetitive, technologies are developed and are ready to be<br />

deployed. Of <strong>co</strong>urse, there need to be enough entrants <strong>co</strong>mmitted<br />

to, and in, the race. As long as a number of nations enter the race,<br />

and that there are at least several potentially successful technologies<br />

that <strong>co</strong>uld generate big payoffs, a Schumpeterian approach to<br />

innovation would emphasize the profit incentives instead of<br />

“<strong>co</strong>operation”.<br />
