chart (<strong>SPM</strong>.7) should be deleted, The chart is too selective in the<br />

drivers it identifies and certainly does not adequately identify the<br />

way they may (or may not) interact, re-inforce or <strong>co</strong>ntradict either<br />

themselves, or other aspects of sustainable development. Much<br />

more seriously, evaluation of low mitigation potential for decisions<br />

on rural energy development (based on potential for current<br />

emissions, not future emissions) is in<strong>co</strong>nsistent with mtigation<br />

potential assessed for the other drivers (which are assumed to be<br />

future) and, most seriously of all, sends the wrong message to<br />

policymakers<br />
