The University is also one of the first universities in Japan which posted the Environmental Report<br />

open to the public on its website. The environmental policy is available here http://kankyo-iso.<br />

chiba-u.jp/doc/environmental_policy.pdf. In addition, according to the website, the utility cost of<br />

the entire university campus in 2006 have been saved by <strong>10</strong>8 million yen (8%) and 70.5 million<br />

yen (5.3%) compared to those in 2003 and 2004, respectively. The university’s implementation<br />

plan in <strong>20<strong>07</strong></strong> lists the following wi<strong>de</strong>-ranging targets in its environmental friendly university policy:<br />

reducing paper consumption; recycling paper; reducing energy consumption; reducing water consumption;<br />

reducing the waste volume; promoting green procurement; establishing sound chemical<br />

management at the laboratories in the university; promoting waste water and oil management<br />

from on-campus facilities such as restaurant; reducing domestic waste; maintaining on-campus<br />

green areas; bicycle management on the campus; separation of smoking areas; involvement of<br />

stu<strong>de</strong>nts; communication with local resi<strong>de</strong>nts; and information dissemination.<br />

University of Connecticut (UCONN)<br />

The Environment Policy Statement of the University of Connecticut (http://policy.uconn.edu/pages/findPolicy.cfm?PolicyID=382)<br />

was created and adopted in 2004, directed by the Office of Environmental<br />

Policy established in 2002. The UCONN’s Office of Environmental Policy (http://www.<br />

ecohusky.uconn.edu/in<strong>de</strong>x.html) has been actively involving stu<strong>de</strong>nts and revitalized the environment<br />

related activities of the campus. Its policy is represented by each letter of the word PROACT,<br />

namely, Performance, Responsible management and growth, Outreach, Aca<strong>de</strong>mics, Conservation,<br />

and Teamwork.<br />

Performance: The University will institutionalize best practices, comply with environmental laws,<br />

regulations and standards, and continually monitor, report on and improve its environmental performance.<br />

its buildings, infrastructure and grounds in a manner that ensures environmental sustainability<br />

and protects public health and safety.<br />

Outreach: The University will promote environmental stewardship in Connecticut and embrace environmental<br />

Aca<strong>de</strong>mics: The University will advance un<strong>de</strong>rstanding of the environment through its curriculum,<br />

research and other aca<strong>de</strong>mic programs, and will employ an ethic of environmental stewardship in<br />

Conservation: The University will conserve natural resources, increase its use of environmentally<br />

sustainable products, materials and services, including renewable resources, and prevent pollution<br />

and minimize wastes through reduction, reuse and recycling.<br />
