"The Republic of Cuba declares, pursuant to article 24, paragraph 2,
that it does not consider itself bound by paragraph 1 of the said article,
concerning the settlement of disputes arising between States Parties,
inasmuch as it considers that such disputes must be settled through
amicable negotiation. In consequence, it declares that it does not recognize
the compulsory jurisdiction of the International Court of Justice."
