raw materials and are somewhat concentrated in port regions (a localization share <strong>of</strong> 1.4 is<br />

taken as minimum) are included in the port cluster. Trade activities for commodities handled<br />

and stored in ports are included when the localization quotient is more than 1.4 as well.<br />

Activities in manufacturing and trade that are not concentrated in port regions are not<br />

included in the port cluster, unless there is a convincing reason for including them. Table 22<br />

shows the localization quotients <strong>of</strong> some activities that are not included in the port cluster.<br />

With regard to associations, regional ‘horizontal’ business associations for instance for cargo<br />

handling, forwarding, and transport are frequently present in seaports. Apart from those<br />

industry associations, port marketing and promotion associations (see Van Klink and Van<br />

Winden, 1999) and port cluster associations exists in some seaports.<br />

Public-private organizations strongly linked to the core <strong>of</strong> the cluster and thus included in the<br />

cluster population include innovation centers, and labor pools. Public organizations included<br />
