<strong>The</strong> following conclusions can be drawn on the basis <strong>of</strong> these results:<br />

• All five regimes are regarded as important for the performance <strong>of</strong> the cluster. <strong>The</strong> least<br />

important regime is internationalization, but even this regime ‘scores’ 4.1 on a scale<br />

from 1 to 5.<br />

• Hinterland access is regarded as the most important CAR. <strong>The</strong> quality <strong>of</strong> the ‘hinterland<br />

access regime’ is very important for the performance <strong>of</strong> the port cluster, with a score <strong>of</strong><br />

4.7 on a scale from 1 to 5.<br />

• Training and education is significantly more important in Durban than in the other two<br />

cases. This can be explained by the fact that in South Africa, firms have to pay a special<br />

charge that can be recovered by investing in training and education. Firms therefore<br />

have an incentive to invest in port related training and education, but due to limited<br />

‘collective action’ no pr<strong>of</strong>essional training organization has developed.<br />

<strong>The</strong> importance <strong>of</strong> the five variables <strong>of</strong> the quality <strong>of</strong> a collective action regime according to<br />

the experts is given in Table 57.
