APPENDIX 1: THE SURVEY<br />

Survey on the performance <strong>of</strong> seaport clusters<br />

<strong>The</strong> aim <strong>of</strong> this survey is to identify which factors influence the performance <strong>of</strong> the Lower Mississippi<br />

Port Cluster (LMPC) and how. A wide number <strong>of</strong> issues are addressed. If you do not know how to<br />

answer a question, please leave the question open. About 25/30 port experts in the LMPC answer this<br />

survey. A list <strong>of</strong> those experts is provided at the end <strong>of</strong> the survey. All answers will be treated<br />

confidentially. We provide definitions <strong>of</strong> terms that may be unclear. Below, we show the framework on<br />

which this survey is based.<br />

We analyze the influence <strong>of</strong> both the structure and the governance on the performance <strong>of</strong> the LMPC.<br />

We have identified a number <strong>of</strong> variables related to the structure and the governance <strong>of</strong> the cluster and<br />

ask your opinion about the validity and importance <strong>of</strong> these variables.<br />

<strong>The</strong> LMPC consists <strong>of</strong> firms located in the proximity <strong>of</strong> the port jurisdictions <strong>of</strong> the port <strong>of</strong> New Orleans,<br />

South Louisiana, Plaquemines, St Bernard and Baton Rouge and strongly related to the movement <strong>of</strong><br />

cargo and ships. <strong>The</strong> cluster consists <strong>of</strong> five ‘components’. An example <strong>of</strong> the size <strong>of</strong> these components<br />

in terms <strong>of</strong> employment in Durban is given the following figure:<br />
